February 11, 2001. Emergency aid arrived by road and air on Saturday for
some 80,000 Afghans who have fled war and drought to U.N. camps outside
the ancient city of Herat, only to face death from bitter cold. The influx
of assistance reflected the deepening crisis in Afghanistan, where 21 years
of war and the worst drought in three decades have forced an estimated
half a million people from their homes.
