* Human Rights Watch condemns detention practices
of INS urges end to use of local jails to hold immigrants
(Washington, D.C., September 9, 1998) -- In a
report released today, Human Rights Watch charges that the U.S. Immigration
and Naturalization Service (INS) is now holding more than half of its detainees
in jails where they are subjected to punitive treatment and may be mixed
with criminal inmates.
With its own detention facilities overwhelmed,
the INS is placing its administrative detainees in jails, even though they
are not serving criminal sentences. Those detained include asylum seekers,
undocumented individuals picked up by the INS on the street or during workplace
raids, and individuals with previous convictions who are now awaiting deportation...

couple remain in U.S. with disabled son
Farzad Aleaziz and Roya Ahmade might face deportation
to Iran, where 13-year-old Alireza couldn't get the care he needs
The Oregonian, Portland, Oregon, Tuesday, August
25 1998 -- Guests gather. Parents smile. Cameras click. The senator shakes
hands.
And Alireza Aleaziz, 13, severely disabled since
birth, stares straight ahead from his wheelchair at Providence Child Center,
presumably unaware that the bustle surrounding him brings together the
powerful forces working in his favor: U.S. Sen. Gordon Smith, R-Ore., representatives
of the Iranian-American community and members of the Providence staff.
Smith and others helping the boy's parents, Farzad
Aleaziz and Roya Ahmadi, met Monday at the Northeast Portland nursing facility
to vow diligence in their effort to persuade the U.S. Immigration and Naturalization
Service to allow the family, whose visas have expired, to stay legally

long-time political prisoner is being detained without bail or access to

TEHRAN, Iran (AP) -- Hard-line militants assaulted an Iranian deputy
president and the culture minister on Friday as they left a prayer service
in central Tehran, witnesses said. About 80 militants chanting ``Death
to liberals!'' scuffled with the two, both moderates, as they left Tehran
University separately after Friday prayers, said the witnesses, who spoke

* Afghanistan: Thousands of civilians killed
following Taleban takeover of Mazar-e Sharif
Amnesty International -- Taleban guards
deliberately and systematically killed thousands of ethnic Hazara civilians
during the first three days following their military takeover of Mazar-e
Sharif on 8 August 1998, according to new information received by Amnesty
International. Since their arrival in Mazar-e Sharif, the Taleban have
sealed the area to foreign media and independent observers. Amnesty International's
information is based on testimonies from eyewitnesses and surviving members

* Montazeri's daughter slams husband's jailing
TEHRAN, Sept 1 (Reuters) - A daughter of Iran's top dissident cleric
has appealed for the release of her husband, who she said was jailed to
pressure her father, a newspaper reported on Tuesday. The daily Tous quoted
Ashraf Montazeri, Ayatollah Hossein Ali Montazeri's daughter as saying
in an open letter that her husband Hadi Hashemi, also a Shi'ite Moslem

* Press group asks France to press Iran on reporter
PARIS, Aug 21 (Reuters) - A press watchdog group asked France on Friday
to press Tehran on the behalf of an Iranian journalist, Mohammad Firouzi,
who was condemned to death in January after being convicted of adultery
and spying. The plea by the Paris-based Reporters sans Frontieres (Reporters
