Jahanshah, About 10 years ago when I was working for private sector, on a business trip to Oregon to check some printed circuit board factories, I was shocked about the amount of junk you would see around. By junk, I don't mean sandwich wrapper and small items but I mean old appliances left on the side of the road plus trash, everything you could imagine. This was one of the most shocking scenes I have ever witnessed in United States. In your pictures, area looks clean. Maybe it is because of 6K fine.
I think I might know why fine is so high
