the Office of the Special Advisor to the President and the Secretary of
State for Caspian Basin Energy Diplomacy. Ambassador Richard Morningstar
was appointed to the office. As overseer of US policy in the region, he
has strongly backed proposals to build a main exporting corridor for Caspian
