Getting the labourers to wear hardhats is a fulltime job. It is even more difficult to get the local architects and engineers to wear one. They want a specific colour that would indicted their status, otherwise there is no way they are going to wear the same colour hats at the labourers. We still have not found a solution. In the meanwhile, they prefer to walk around bare headed.
