Iran's defence minister Admiral Ali Shamkhan addresses reporters in Tehran May 22, 2001 as he launches his outsider bid to defeat President Mohammad Khatami in the June 8 election, saying the country needed stronger, more efficient government to overcome factional strife. Admiral Ali Shamkhani, the first serving military officer to run for the presidency, called Khatami "my best friend" but delivered a withering indictment of his four-year term in office.
