Religion rules
Shoraay-e Negahbaan (Coucil of Guardians) as described under in the Iranian constituion
BEFORE the Islamic Republic (under Mohammad Ali Shah Qajar). The council of five
theologians was givin the right to reject any law they deemed un-Islamic. While the
council was virtually powerless and never taken seriously during the Pahlavi dynasty,
it has flourished under the current theocracy.
