Saaz o barg

Speaking of war, death and destruction, what is "saaz o barg". "Saaz" refers to "saakhtan" and "aamaadeh shodan" or preparation for war and "barg" refers to "bargasht daadan" and "vaajgoon kardan" or turning back and defeating the enemy.
