The thing is that Iranians like to do everything like the Americans. Remember how, Bush and CHeney could not have been in the same place at the same time due to "Security reasons."
Well, some intelligence officer hoping he would get a higher position and bigger check, comes along and suggests that " for our national security" the "leader and his son should not be in the same place."
So the freaking bastard steals an american idea, proposes it infront of other iranian intelligence officers and makes it sound like he was the one who came up with the whole idea.

About the other, younger mullah: He is Mojtaba Khamenei (not Morteza). He is the current (behind the scnes) head of the Basij organization and reportedly was personally involved in the operations to put down the recent post-election uprising! Mojtaba Khamenei has leadership aspirations and his father has openly discussed and lobbied his succession with Ghom's powerful ayatollahs!
Is it all staged? Not really. The people passing by are not staged. Did you notice the first guy who asked for permission to approach was allowed to kiss him brefly and then pushed away! These mountainside strolls are not new. He walked the foothills of Shemiran above his residence all the time; or he did until the recent unrests after the stolen elections! Reportedly, he is no longer appearing for his morning walks. People were able to pass the entorage without a problem bt had do so at a distance or they would be shooed away!
Rafsanjani also took morning walks in Dar Abad and Tochal foothills (don't know if he still does). Rafsanjani was known to be very willing to shout out to bypassers and chat with them, especially if they were female and easy on the eye!!!
They are prepared for anything; no need to stage: Yes, he does wear a bulletproof vest; look at his back and how tightly tied the layer under his rope is and also look at the bulged and puffed up mass from right under his belly button and above! Also, notice the chubby guy with a suit case running along with them? That shitcase contains a defibrilator and medical supplies that is always available in case his excellency has a heart attack and needs to be revived! In addition to the people you see around him, there are at least 20-25 armed guards and expert sharp shooters with powerful scoped rifles already positioned above, below, ahead and behind his entorage and watching every moving thing in a several hundred meter radius around him! They are positioned hours and some even from the evening before to monitor all movements so no one gets positioned or setup for any funny business!!! Also, these gurads have a moving checkpoint ahead of the entorage and frisk and check the other hikers that are approaching them (before they get very close)!
