Indeed the aviation safety record in Iran has been dismal, and it goes way beyond the lack of spare parts or sanctions (this plane was Russian and not subject to any sanctions), it is just pure poor management and training and procedures, and low standard all around. This plane was just supposed to do a fly by in a parade, what would happen if there actually was a need for it to do any operation in a war situation. As you said, we never hear afterwards what the official cause of any of these crashes were.
My heart goes out to the familieis of the crew and every other Iranian victim of countryless mullahs incompetence.

Makes you wonder if they ever investigate these accidents. They've had so many, they must be overlooking some basic procedures.
