Top Priest

Plus the structure depends on which version you talk about. They have different organization and systems. For example Zoroastrian Assembly is liberal. Iran based Zoroastrians are more like "conservative". Both take converts.
The Parsi are like ultra-orthodox and do not take converts. So you really do not have a single system that has a single leader.

Now of the Arabs in Kuzistan many are patriotic Iranians. In fact questioning their loyalty as a whole is a big insult to them. The Iranian Arabs include some well known Iranians admiral Ali Shamkhani.
Therefore the majority of Khuzistan is populated by those loyal to Iran. Many of whom are "Arabs" by race but Iranian at heart.

Heck even Khamenei is an Azeri Iranian; not the best one :-) But he pretty much told the "Republic of Azarbayjan" where to stick it and in that case he was right.

If the Arabs in the south feel that way it is mostly because in the past 30 years the IRI is weakening nationalism and promotes Islamism. If the arabs in the south feel that way it is a victory for the Saudi Arabia and a defeat for Iran. Just to let you know the Arabs in the south are Iranian Arabs, meaning they have always lived there as IRANIANS and never were part of any arabic country. they always lived there side by side with Persians and other people in fact KHUZESTAN was home to many people with different languages and some of them are still there.
So if arabs in the south think that they belong to a different country they are wrong and if you think that they also should be because Shahnameh promotes racism you are too.
Azaries in Iran believe in Shahname, not only in Iran but also ARANIES(the republic of Arazbayjan) too believe in Shahnameh.

What I'm saying is basic sociology. The Shahname means nothing to the to Khozestan Arabs or Azeires. That's what the Shah tried to do and miserably failed. It is impossible to be Iranian without Zartoshti beliefs. It is what kept us from becoming just another "Arab" nation. If we had followed Egyptians and given up our ancient rites we would be Arab. I really hope that Egyptians one day go back to their roots also. Their loss is a shame. But as an Iranian I am glad we kept ours. I was at a NowRuz celebration in the USA recently. The place was packed and we had lots of fun. Only a 5 or 6 head scarfs among 200 people :-)

They do not accept conversion and marry only within the sect. Therefore, their genes are deteriorating and lead to more genetic diseases like retardation, malformtion, etc. The Iranian Zoroastrians I have met are among the kindest, more gentle and honest people I have ever met but their fate is tragic.
As to this faith being "universal", so are other religions' claims, even the Baha'i cult.

If you completely eradicate the uniting religion, people will cling to their ethnic identities. And the enemy is very aware of this and is using it as a tactic. Khozestan Arabs are leaning towards Pan-Arab movements, Azeires to Pan Turkish, Kurds to a united Kurdistan etc, you get the idea.
