He ordered the arrest of that soldier and his punishment. I think parents and leader of a society will make a different. Look at all the slaughtering of animals in Iran. Even they do these things on the streets. As a child I witness many heart breaking times how cats or dogs were over run by cars purposely. Or how many times birds were killed by gun. I look forward to a day that we have a world full of compasion and sensitivity toward all creatures.

The Parallel in political terms is corruption. Back before 1979 like other countries Iran suffered from it, but by having 5 government institutions working to prevent it/reduce it and catch and handle those doing it, the country was able to progress as a result of the care and priority that was given to the issue by a good management and iran was able to move forward despite the thefts going on.
Khoda biamorze the late shah, today with the heart and soul of Iran gone since 1979, iranians positive spirit is so crushed and dead that even the animals supposed to be in our care are suffering untold crimes as a result of the negligence of the corrupt islamic authorities. It's as though the country is crying out for help. If we go deep into our positve culture we will remember what really matters and strive to live with its majesty again.

Many cats in Iran, especially in urban sprawls such as Tehran are feral and live underneath cars or side streets feeding on litter. For this reason a lot of Iranians see cats as vermin and I have seen people kicking cats in the street. It is a vile evil act.
This indifference to human life can be explained by the indifference to the lives of other creatures, great and small. This is, afterall, a country where young children attend public executions in town squares. Does it really surprise you that they torture cats?
This is, afterall, the country whose hanging judge and mass murderer Sadegh Khalkhali is reported to have murdererd and tortured cats and dogs.
I am happy that this poor cat has found a safe haven in the USA unlike the millions of other felines and human beings who have to live in a living hell called the Islamic Republic of Iran.

بیچاره هم پالکیهای قدیمی ملوس خان در محلاتِ تهران چه عجب سخت خجل شوند از این چرخشِ روزگار .
