a few reasons that iri is buying gold: their own lack of confidence in their economy, volatile nature of rial, and lack of dollars due to sanctions.  american dollar is the world's "reserve currency" by default.  if you're getting yuans, rupees and soybeans for your oil, then you would want to upgrade (dollars, euros, gold) to have more control on your country's monetary policy and overall economic well-being.

other countries buy gold to manipulate their currency which would result in favorable terms with their trading partners.  that would be a case for mexico which is signatory to nafta and wto, and china which is a signatory of wto.  both countries (among many) are hording gold and can downgrade their currency to gain favorable leverage against their trading partners (notably u.s.). this would be not the case for iri since they're not in a significant international trade group (e.g., w.t.o., e.u., nafta).

So they can sell it on the local market at higher prices.

Small time speculators are trying to rise the prices of Dollar and Gold.  The regime was recently blamed for selling their Dollars at the black market rate for profit. 

Now they want to do the same with Gold. Sell it to turn a profit, though in profit in Rials!  They are trying to delay the effects of Sanctions on the economy long enough for Khamenei to die! or a compromise reached to lift the sanctions.
