It's actually healthy for lions to exercise their natural instincts. Zoo animals generally get bored if their natural instincts aren't stimulated. What should the Zoo keepers have done? Let the Lion starve? Feed it a sheep? Slip a plate of Fesenjoon under the cage door?

IMHO exposure is more effective in this case. Writing letters to the mayor might be helpful but remember he works inside this regime. The same regime that categorizes pedophilic behavior as "cultural differences." They see this as another sign of cultural differences.. We should make this video viral to embarrass whoever allowed this barbaric act. That way we might stop it from happening somewhere else. The same way that I can't take watching the normal practice of boiling lobster and shellfish alive to be consumed by human. Something that many high class seafood restaurants are proud of in the so called civilized western societies. Now that we are collectively at it, why not blame those live boilings also on Islam ... why not ? Talking BS is what we are very good at !!

This clip is two weeks old, can only hope it will have an affect and I am not the only person trying to do something about it.
At least the lions here seem to have a reasonable enclosure and seemingly not hugely hungry. Although the lioness trying to obstruct the donkey's wind pip took a long time putting it out of its misery. Generally speaking, in the wild lions first suffocate their prey which makes it easier and there is less chance of being harmed by the struggling prey. I guess in this case, captivity has influenced the knowhow and the ability of these lions.

Except that on that day , the donkey kicked the lion in the head and killed him. So rant all you want, but sadly it is the nation , not Islam. We choose to pick the worst elements of Islam.

Regarding your quest to do something about this practice, I'm not sure if Western humane societies would do much about it, as you're hoping. But as you notice at the beginning of the video, the clip has been disseminated by the Iranian SPCA. So it may be best to start by contacting Iran's SPCA and see what they have or plan to do about it and what they'd recommend outsiders to do. (Maybe the park has already stopped this practice.) Here's their site and here's their contact info.
If the practice is still ongoing, here's the site for Sari's mayor's office, which allows for leaving messages at this page. They handle park services in the town.

The unfairness of it all

We also know that some people travel to Safaris to witness such scenes whilst probably every commentator here has watched it on TV.
What is repulsive is that as usual no thought is given to the kids who witness this. What is even more repulsive is that this poor old donkey does not deserve this. The poor animal has worked hard for a life time and served the ungrateful humans and this is how they thanked him. It is the unfairness of this treatment that upsets us.
Unfortunately the owner of this donkey who sold it for a few more tomans is as materialistic as the rest of that society.

Desensitizing the population to violence and bloodshed

As someone who knows a bit about animals, zoo operations and animal feeding techniques, I have to say that this is not the way you feed animals in captivity, unless you're in some sort of a nature preserve, where animals have a fairly large area to roam (suqare miles as opposed to a cage). Even under those circumstances, the donkey would have a chance to engage in minimal defenseive moves to evade capture. Moreover, even in some of those places animals are fed proceesed meat and not live pray for multitude of reasons, one of which is what we say here: the defenselessness of the prey under artificial condition.
It just looks like in the past 33 years we have become a nation that glorifies gore and blood on every level. Those who are taking photos of this macabre spectacle belong in that cage.
