Enemies in West do have "major responsibility" in a sense for 1) Bringing IRI/mulahs to power and 2) making it close to impossible to remove them and 3) helping the IRI keep its hold on the country at the expense of the people in IRAN despite the popular will opposed to the Akhoods.
