Russia to upgrade nuclear systems

Russian President Dmitry Medvedev has announced plans to build a "guaranteed nuclear deterrent system", to be in place by 2020. He said he wanted military chiefs to submit plans by December. He called for a programme to build new nuclear submarines as well as "a system of aerospace defence". The announcement comes just weeks after Russia accused the US of starting a new arms race by siting part of its missile defence shield in Poland.
