Iran and Afghanistan have issued a joint statement stressing a boost in bilateral economic, political, scientific, cultural and educational cooperation. The statement was signed by Iran’s First Vice-President Parviz Davoudi and his Afghan counterpart Ahmad Zia Masud...The[Iranian] VP met and coferred with Afghan President Hamid Karzai...In the joint statement, Tehran and Kabul reached agreement on 17 cases based on the United Nations Charter and their neighborly relations.

They are focusing on the security issues and drug trade which they desperately need to do, and which US (and NATO, EU) has asked for and also desperately needs their participation in, but they are doing it before the official talks begin. At the same time they are focusing on a major campaign to build the Afghan infrastructure and strengthen the central government, which Obama has virtually abandoned in favor of strictly military operations which would include possibly ousting Karzai. They also want to strengthen cultural ties, I don't remember the US ever talking about any Afghan "culture", do you?
