According to German television, Islamic Republic of Iran officials have put election protesters in Germany under surveillance. ARD television programme, Panorama quoted Manfred Mörk, deputy chief of German Intelligence Service saying: "We are aware that Iran's secret services have sent their agents amongst the Iranian demonstrators." He added: "We have evidence that these people have filmed the demonstrators and are trying to identify the protesters."

I don't know about the UK but the US does not have diplomatic relations with Iran. Any Iranian found in the US to be working as an agent of the Islamic Republic would be considered a spy regardless of what his/her activities were. That's not to say the IRI doens't have operatives here because I'm sure they do but they have to be very careful because if they get caught deportation is the best they could hope for.
