Turkey's Prime Minister Recep Tayyip Erdogan said he has postponed a visit to Azerbaijan in order to be able to attend talks on Iran's disputed nuclear program in Tehran.
Turkey's Anatolia news agency said the prime minister had been due to travel to Azerbaijan on May 17, but will instead go to Iran.
Brazilian President Luiz Inacio Lula da Silva is in Iran for talks with top officials, including President Mahmud Amadinejad. Lula arrived from Moscow, where he met Russian President Dmitry Medvedev.
The Brazilian leader is trying to convince the Iranians to accept a nuclear fuel swap deal aimed at allaying Western concerns over Iran's nuclear program.
On May 15, Iran's Foreign Ministry said "conditions are conducive" for reaching agreement on the UN-backed deal.
Under the deal, Iran would send low-enriched uranium abroad in exchange for higher grade uranium for use in a cancer research reactor. The deal broke down in October when Iran insisted the swap take place inside Iran.
