linton said the policy of the administration of President Barack Obama remains a dual-track approach of engaging with Iran and holding in abeyance international pressure.

Clinton's, which in puppeteer fashion, it was, and which has been given wide coverage by the MSM, with Sec'y Clinton being the 'vehicle' for it's transmission.
The UPI report left off the 'ploy' remark, however Secretary Clinton included it in her press conference remarks. The 'ploy' perspective originated in Israel, and was remarked in coverage on May 18th via Debka.com, the Israeli affiliated website, which said:

not admit Monday, May 18, that Iran's Brazil- and Russia-assisted ploy
for shipping a portion of its light-enriched uranium to friendly Turkey
to swap for 19.5 percent grade fuel had finally snatched the sanctions
option - even unilateral ones - out of American hands."
The Jerusalem Post's comments, which are similar to those we have all seen plastered all over the MSM were:"BEIJING

reactor fuel and called the offer a "transparent ploy" to try to avoid

intense strategic and economic talks with the Chinese that included
lengthy discussions about Iran. For one, she noted that despite the
offer, Iran was insisting on continuing to enrich uranium at a high
level."
Of course, "holding in abeyance international pressure" gives a different take on her blockbuster press conference; one the MSM were not excited to spread the word on. There is some humanity still left in the world. I imagine the Chinese and the 'track two' people in the US Adminitration were responsible for it's inclusion in the statement.
