Fire engine for a motor gazi?

I am wondering why a fire engine was used to put out the fire on a motor gazi? Why couldn't the bystandard do anything? Was there more into this? What if this was a house on fire? how tragic would have this been!

I have to say, this one is not the sole failure of the Islamic Republic.  this is in the phsyche of every iranian to do things incomplete.  For sure the subversion by the Arab race and the doctrine we call Islam has a alot to do with it, but as a Nation we are intrinsically inefficient and lazy.
