The other solution is that he simply Boycotts the Dubai Concerts but then the same Iranian fans living in Dubai would complain why he is not coming to Dubai to give concerts or accuse him of snubbing them.
No one is entirely a saint when it comes to doing Concerts in that region. They do it first and foremost for the Money. They too have to pay taxes every year and pay their employees ( musicians, secretaries, renting the concert hall etc ).

But they are Not Gods or Saints, nor claim to be but like everyone else concerned citizens at best. They are not politicians nor represent a political party or idealogy ( and usually if they do they keep it to themselves not to dissapoint their fans).
Googoosh equally met Shahbanou Farah and Akbar Ganji for the NY Hunger Strike on two different occasions. What does that say about her genuine political views ?
They simply have the privaledge of being in the public eye and as such can have a minor influence in rallying people on good causes or common causes.
From that point of view they are no different from celebrities in other countries.
When George Clooney is named as a Good Will Ambassador for the UN or makes a movie like Syriana criticizing the exploitation of philipinos or pakistani as labors in Arab countries He will still go to Dubai to Promote a Film and Show off his good looks and get a Golden Check in return.
Do you expect him to go and tell the Arab Sheiks Go Screw Yourselves in a Press Call at the Dubai Film Festival for that matter ?
Other Artists have been probably more bold and genuinely involved but we all know the price they paid for being so vocal don't we :

Can't say it is the case with All Pop Stars of his generation. I think he is even more profound and sincere than Googoosh.
I didn't know much about him before the Revolution cause I was too young but I am discovering alot of his interesting works be it on film or in music.
