Britain, one of Europe's leading nations in the use of cannabis, will relax its laws
on marijuana smoking it was announced July 10, 2002 and will keep the practice theoretically
illegal, but will allow private use in discreet amounts. Home Secretary David Blunkett
announced the decision in the House of Commons. The ruling takes effect in July of
2003, and will put cannabis on par with antidepressants and steroids. Special Constable
