* Oil prices tip-toe higher on Saudi signa
LONDON, Oct 23 (Reuters) - Oil prices rose on Friday on speculative
buying ahead of the weekend and signals that leading exporter Saudi Arabia
is keeping an open mind on further measures to boost the market. North
Sea benchmark crude Brent blend was trading 19 cents higher at $12.95 at
1645 GMT after breaking briefly above the psychologically important $13

ASHGABAT, Oct 22 (Reuters) - The United States is opposed to Turkmenistan's
plans to deliver natural gas to Turkey through Iran, U.S. Administration
energy adviser Jan Kalicki told reporters on Thursday. ``The American position
is totally consistent and has not changed,'' he said. ``We very much support

ALMATY, Kazakhstan (Reuters) - The United States was trying Wednesday
to salvage a key piece of its global energy policy amid signs that a major
Azeri oil consortium may defy Washington and recommend a different route
for its main export pipeline. Jan Kalicki, Counselor to the U.S. Department

under which Lebanon's national carrier Middle East Airlines MEA.CN will

an embarrassing policy setback in the oil-rich Caspian region, are working

* Iran denies seeking to delay foreign debt payment
TEHRAN, Oct 15 (Reuters) - Iran denied on Thursday it was seeking to
delay payments on its foreign debt despite facing a $6 billion budget deficit
due to a slump in oil prices. ``Iran does not intend to ask for a delay
on (repayments of) its foreign debts,'' Mohammad Mojarrad, deputy governor

The Iranian, Oct 19 - The rial has dropped sharply against major currencies
during the past week. Since October 12th the dollar has gained at least
