He says "aajezaaneh tamanna mikonam".  To me it shows someone who is carrying out his 'duty' but his heart is not in it.  Do you really believe anyone is going to be enticed by the soft talk and the promise of ice cream and go back to work?!  He is saying "I know why you are here, I am doing my job as ineffectively as I can and good luck to you, you deserve to be applauded and your dry mouths sweetened with cold ice cream"!! 

The army, the police, the revolutionary guards and the basidgies are people too, they are capable of thinking and feeling.  They don't all support Ahmadi-Nedjad, many are obeying duties, many are frightened, many get are swayed when they see the passion in the population and want to be part of it rather than in opposition to it. Let us not colour people and events in black and white.

Later in the revolution, once the Police have truly sided with the people, it might be funny, but not so close to recent atrocities. 

 

Also, he isn't "bribing them".  I did not see him handing out Ice Cream or money to buy it with.

It's not sense of humour that we see in this video. It's an insult to the people who are putting their lives on the line against this repressive regime. The guy is trying to ridicule their plight by giving them "khooroos-ghandi."

this little episode demonstrates very clearly the authoritarian view of the regime that has no respect and holds no worth for the views of 'common' people. the people of iran are 2nd class citizens in their own country, 2nd to authority and the baton!

if you've ever stepped foot in iran in the past 30 years and had to deal with the gov't bureaucracy, you'd know exactly.
