Such decisions that you have referenced in your comment below, are made far above the level of the Prime Minster - If you have lived in UK, then, respectfully, you should know that there is indeed a ruling class behind all the dog and pony show that we see by the Prime Minster, The Cabinet, and the Parliament :)

On the contrary Margaret Thatcher who kicked out Callaghan and took office on 8 May 1979, fought hard to bring her old ally the Shah to Britain but faced stiff resistance from her cabinet who had foreseen the American hostage crisis and didn't wish it on Britain (source: the declassified British governments documents, 1979).
