The problem is the colour "black" may well be unpopular in Post IRI-Iran ... Not because of the Skin colour but the Black turbans and tchadors.

It may not be necessarily a joke, but if you make an Iranian medal for him one day, it can be funny!
He is trying hard to make life better for those with low or no means, like trying to get them healthcare, less expenses, less wars and basically some breaks for them in these hard times.
Bush was trying hard for rich corporations and expanding wars.
