This has nothing to do with oil. It has to do with desperate employees with no clue what they are doing. And the only theft involved is from American people via their taxes which pays for this work. I think it is funny that they'd probably end up catching (they didn't catch anyone) people like Shabnam from this site... cooks and moms. Government resources should be better used, you're right about that.

Stealing from other countries (hint: free Iraqi oil) gives many people in the U.S. inlcuding the agency you mentioned and many others too much time to fanacize or concut stories.
