Is changing one's name in Iran associated with strict rules, long procedures and a difficult bureaucracy?

Which legal instruments apply and what conditions must be fulfilled for the application of name change to be approved?

Furthermore, is changing one's name as a citizen of another country associated with complications upon return to Iran?

I hope someone can please help me sort out these questions asap!
