The stupid uncovered police lets the drunk driver to drive wherever he wants since the filming is more important than the driver or other people's life. Then, it comes to your point asking a drunk person about his motivation.
Gosh, I hope Iran doesn't become the only country with that obvious stupidiy and SLOWNESS OF police forces. It was so clear that police's fun had a priority on the driver and other people's life.
