In this rare speach, Ayatollah Khomeiny acknowledges that the Revolution has been a failure in implenenting True Islamic values in Iranian society and justifies the necessity of a Guardian Council and Moral duty of the Velayateh Fagih were he to be replaced in choosing the “appropriate” government and “appropriate” ministers as well as “appropriate” Parlimentarians.
