Kindly note that any proposal to be considered by the Members of the United Nations must first be presented by an official representative (Ambassador) of a Member State, duly inscribed on the Organisation’s agenda and voted by the Membership. Please send your proposal to any country’s representative office before the United Nations.

Then I sent them a note saying:
What about cases where the member state is the one committing the crimes? Does UN have an observation entity to protect the “Nations” from the criminal “States”?
