IRI Supporters’ Self-contradicting Arguments

IRI’s (and its supporters’ and propagandists’) argument:

IRI is the most technologically advanced country in the world—or somewhere close to it.  It builds everything, from advanced fighter aircraft to space rockets, to UAV’s to tanks to cars, trucks.  Sanctions will have no effect on IRI’s progress.  The IRI will put a man on the moon pretty soon…etc, etc.…  

Question to IRI (and its supporters and propagandists):

If the IRI is so advanced, then why do its passenger aircraft fall from the sky every other day, and why does it have to import refined oil products (including gasoline) from other countries?  Why can’t it just build passenger planes, or spare parts for those planes and build more refineries?

IRI’s (and its supporters’ and propagandists’) self-contradicting response (with veins popping out of their foreheads):  

It’s the sanctions, imperialists, Zionists, [fill in the blank]-ists who stop us from building those things.  If it wasn’t for them, we would have built aircraft, or at least the spare parts for the aircraft, and we would have built more refineries….etc…

Can a representative of the great Islamic Republic please explain these contradictory arguments? As ususal, please no “safsateh”.  A simple, direct answer is required.
