He often would work with his brother Billy Leotardo.When Tony Blundetto retaliated Phil’s younger brother for killing Angelo Garepe, it nearly set off a war between the New York and New Jersey organizations. Phil swore revenge for his brother, and when Tony wouldn’t let him, a lot of animosity was built between them. After Johnny Sack was incarcerated, he became Acting Boss for the New York Family. Phil remained a hard and ruthless leader. After his cousin Vito Spatafore was outed as a homosexual, he broke off all ties with him and once again nearly stared a war with The New Jersey family as made it his own personal vendetta to have Vito killed. As things heated up, Phil suffered a heart attack prompting Tony and Phil to stop their fighting Phil claimed after his heart surgery that he was no longer interested in being the boss of Brooklyn, but when Johnny Sack passed away, Phil’s old habits kicked back and through force, he took over and became the official boss. With complete disregard for previous business with New Jersey, Phil’s new policies resulted in violence once again, causing Phil to sanction and hit on Tony and all of his top advisors. After some successes and some failures, Phil’s top advisor Butchie betrays him and tells Tony of Phil’s whereabouts.
