Bush stamp

The U.S. Postal Service has created a stamp with a picture of President Bush to honor his leadership and achievements. In a large test marketing for daily use, it was reported that the stamp was not sticking to envelopes. After a month long investigation, a special commission reported that:

1) The stamp was in perfect order.
2) There was nothing wrong with the adhesive.
3) People were spitting on the wrong side.
