while IRI factions are fighting amongst themselves who is responsible INTERNALLY to IRI for shortage of medicine and agree that is NOT the sanctions, why is NIAC and Mr. Parsi in his latest newsletter insisting that it is only the sanctions that have caused the drug shortages?

where is Mr. Parsi's criticism of IRI and IRI's responsibility for bring on the sanctions on Iran in general and causing drug shortages specifically?
