Well if you look at it from the leaders' (dictators) view of Iran and Egypt this cartoon makes sense. However, the Iranian and Egyptian people are on two different paths.
Iranians are on the path of evolving out of this and rejecting the Islamic Republic as an oppressed regime and wanting something better, Egyptians are either learning from Iran's lessons and try to stay away from it or if they lose like Iranians did in the early 80s, they'll be 30 something years behind Iran in trying to find something better.
