I think it is pretty bad to make judgement of people that lived in past by today's standard. Reza Shah lived during a time where colonialism, world wars, nationalism and communism were growing. People were even more ignorant than today.

We cannot compare his actions with todays rulers, we have to put his actions into context of his time and his surroundings. For example "Ata Turk" or Stalin or any other Arab ruler in the area, most of them were much worse on the minorities. We know now that centralization of power is not good, but if Reza Shah had not done that at that time where would we be now? Maybe there would be in internal war started by some foreign country splitting the country? So I think we cannot judge so easily. And also "Arab" in todays meaning is people who share Arabic language, they are not from the same ethnicity.
