Well, let's take a look at the Regime's Fatwa history.
The most publicized Fatwa by the Regime was issued against a complete unknown author named Salman Rushdie which resulted in Rushdie becoming a celebrity and a household name overnight, and he even married a hot model named Padma Lakshmi!
In other words, a Fatwa by the Regime is not worth the toilet paper it's written on and instead has completely the opposite effect!

ReportWith all due respect, Mr. Heinonen doesn't know some key details about the program. The Iranian program, was NOT started by the IAEA, nor was it sustained by the IAEA.
The essential breakout point, was provided by the dissolution of the Soviet Union, and elicit sales of Nuclear warheads to Iran originally from Ukraine transshipped via Azerbaijan. The Mullahs having gone through an 8 year, brutal war with Iraq, were clearly motivated to acquire these weapons. And in December 2003 they actually tested one warhead in the dessert in Southern Iran, near the city of Bam.
Once they tested one, and realized the potential as well as actually breaking one down to figure out how a war head is constructed...they then focused on the delivery vehicle (missiles) and the materials technology (enrichment process) to establish the core capability domestically.
The West's strategic mistake was the precipitation of the Iran-Iraq war ...which provided the motivation. Another strategic mistake was the original sale of the nuclear power plant to Iran by Krup in Germany, as well as Iran's 10% partnership in Eurodif (Europe's enrichment entity) which made Iran a perpetual partner and fully embedded in nuclear technology, as well as the sale of the Atoms for Peace reactor to Iran by the U.S. with "plutonium" in it. Iran was basically nuclear - long before the Mullahs took over. And the West should have know this before they decided to topple the Shah and bring Khomeini to Tehran on a French government chartered Air France 747 in 1979 and impose the theocracy on Iran for 35 years.
All along, Iran has remained in compliance with IAEA requirements with its own program. The proliferation has actually been precipitated by the Russians, the Israelis, the Americans, the Europeans.... The issue is that IAEA did not take control of Russia's rogue nukes, IAEA has not taken issue with Israel's program ....while pointing a finger only at Iran!

ReportIran during the late shahs time was not unlike any of the top 7 powers in the world. Iran had been able to produce hundreds of phD's in Nuclear Science, more than India and Pakistan combined. All of them 100.00000% escaped to the west and have zero interest in helping the IRI. During the shahs time Iran's aims were clear and it was not to produce a single nuclear weapon. The aim was to have the capability if necessary, like Japan, Germany and others, to produce such weapons within months not years.
