We are going to see more strange quotes and acts as we get closer to June elections. I wouldn't be surprised if Ahmadinejad made a mention of Kourosh or paid a visit to Persepolis as we get closer to spring. Then someone at other camp naturally will condemn that act.

Just by reading that comment you can guess that mayor hates Ahmadinejad but is much dumber to play to this game. So as an Iranian I would prefer Ahmadinejad's camp to win the next election instead of that dumb mayor. 

Or that's a statement that some dumb ass said and is use by Iranians and non Iranians to elicit nationalistic sentiments. I don't completely share this view but I am guessing you are not a big fan Mahmmod, but from smell of it it sounds like he is behind this bahar talk. And why I don't hate his as much as others, youaks? Because it was 7-8 month ago when he used bahar comment which means he plans at least that long ahead.
