Retired U.S. Lt. Gen. Jay Garner raises arms with Patriotic Union

Comfort, a three-month effort to repatriate Kurdish refugees who
retreated to high mountain camps in Turkey and Iran after being
attacked by Saddam Hussein's Republican Guards in the waning days
of the 1991 Gulf War. His success in thatendeavor is widely considered
to be the primary reason Secretary of Defense Donald H. Rumsfeld
