The rise and rise of Iran's Guards

The appointment of Rostam Qasemi as the new Iranian oil minister has touched off a flurry of reporting and analysis on the alleged expansion of the economic and political role of the Islamic Revolutionary Guards Corps (IRGC) in the country.

This line of reporting and analysis is not new and dates to at least the early 1990s. It increased in the wake of the disputed June 2009 presidential elections, which thrust the IRGC center-stage as the main force dealing with the riots and disorder at the street level.

The new oil minister is from impeccable IRGC stock, having joined the force in early 1981, only two years after its official founding in May 1979. Among the most talented and prolific of senior IRGC commanders, Qasemi is also a veteran of the Iran-Iraq war in the 1980s and was wounded in battle.

Prior to taking control of the Oil Ministry, Qasemi was the head of the Khatam al-Anbia Construction Complex, the IRGC's engineering outfit, and by far the biggest infrastructural contractor in Iran.

To IRGC critics, the ratification of Qasemi's appointment by a resounding 216 votes in parliament (with only 22 deputies voting against and seven abstaining), signifies a major leap forward in the IRGC's supposed quest to capture all the key political and economic posts in the country.

پرسش : نقش سپاه پاسداران در آینده سیاسی ایران چیست؟

پاسخ:
سپاه پاسداران عملا مانند یک حزب سیاسی پادگانی عمل می کند. این دستگاه تا
آنجا که به دعواهای درونی رژیم مربوط است، دست اندرکار حاشیه ای کردن
تدریجی مدعیان دیگر قدرت در درون دستگاه رهبری رژیم است. حرکت سپاه
پاسداران به سوی قبضه کامل قدرت از همان سال های نخست پس از خاتمه جنگ
ایران و عراق آغاز شد.

طی
یکسال اخیر خامنه ای و قشری از آخوندهایی که هر کدام به نوعی دستی در قدرت
دارند، احساس کرده اند که با انزوای روزافزون از مردم، موقعیت شان در درون
دستگاه قدرت هم به مخاطره افتاده است. از اینرو می کوشند تا باقیمانده
اهرم هایی را که در دست دارند هر طور شده حفظ کنند. حساسیت جدال بر سر
کنترل وزارت اطلاعات از همینجا ناشی می شد که سپاه پاسداران در مورد آن
کوتاه آمد. روحانیت به رهبری خامنه ای به تکاپو افتاده است تا صفوف پراکنده
خود را جمع و جور کند، اما به وضوح می توان مشاهده کرد که روحانیت
در درون رژیم جریان رو به زوالی است و نهایتا اگر فشار مبارزات مردم و
انقلاب به آنها فرصت بدهد، سپاه پاسداران و ارتشی که تحت کنترل دارد، به
عنوان پرامکانات ترین مرکز قدرت، حرف نهایی را خواهند زد.

بزرگترین مانعی که بر
سر راه تکمیل پروژه سپاه وجود دارد، رشد جنبش های رادیکال و انقلابی در
ایران است. در واقع ابزار اصلی سرکوب رژیم علیه مبارزات آزادیخواهانه مردم
همین سپاه پاسداران و نهادهای وابسته به آن است اما بکارگیری قدرت سرکوب
سپاه در این دوره، رژیم را از بحران مرگباری که در آن قرار گرفته است، رها
نخواهد نساخت.
