حکومت آینده ایران باید چه ویژگی هایی داشته باشد؟

بدون آنکه به جزییات بپردازیم، می بینیم و می دانیم که عملکرد سی ساله جمهوری اسلامی، در درون کشور سبب نارضایتی و آزارشدید ایرانیان، و در خارج از کشور موجب بد نامی ایران شده است.

بسیاری از مفسران سیاسی بر این باورند که در سال 57 شتاب و تلاش مردم برای دگرگونی وضع موجود چنان زیاد بود که فرصت اندیشیدن در مورد حکومت جانشین و تعیین مشخصات وضع مطلوب را نداشتند. به همین دلیل پس از براندازی نظام شاهنشاهی، گروهی تنگ نظر، نالایق و خود کامه عنان کشور را در دست گرفته و حکومتی بوجود آوردنده اند که تنها سزاوار خودشان بوده و ملت بزرگ ایران را در بر نمی گیرد.

اکنون باز ملت ایران و خصوصا جوانان فرهیخته، بحق برخاسته اند و مصممند تا آنچه را نمی خواهند براندازند و حکومت تازه ای بر سر کار آورند. بنا براین لازمست که تصویر روشنی از آنچه می خواهند، داشته و دراختیار همگان قرار دهند تا دو باره فرصت طلبان، گروه های خود محور، و طرفداران منافع بیگانگان نتوانند حاصل تلاش های گرانبهای آنان را بخود اختصاص دهند.

از خوانندگان ارجمند درخواست می شود تا کمی به این موضوع پرداخته و در مورد ویژگی های حکومت آینده مطا لبی فهرست واربنویسند و در اینجا، با دیگران در میان نهند. امید اینست که بیان این ویژگی ها و گفتگو در مورد آنها، حد اقل در خارج از کشور، خواسته ها را به گونه ی دقیق تری روشن کرده و احتملا دید گاه های گروه های مختلف ایرانی را بهم نزدیک ترکند. شاید بدین ترتیب نیروها بیش از پیش همسو شوند و راه پیروزی قدمی هموار تر شود.

Just 3 big changes for a new Iran

Very well Daneshjoo.  I would like to see 3 big changes:

1. Separation of religion and state  

 

2. Guaranteed liberties in the constitution   

 

3. A central government with semi-autonomous local states (Arabs, Azeris, Kurds,……).   

 

Of course, the devil is in the details and I will leave that part to political scientists, lawyers and, more importantly, the people of Iran to hash out a constitution.

ویژگی‌های حکومت آینده پرسشی نارساست. ایران آینده سیستمی سکولار خواهد داشت. آزادی کامل عقیده و بیان و تشکل و اجتماعات تضمین خواهد بود و بخش بزرگی از مردم ایران -از جمله بنده- از سیاست و سیاستمداری بیزار شده و به کار و زندگی خود -آزادانه- مشغول خواهند شد. پرسش مهم‌تر این است که فاصلهٔ میان وضع کنونی تا آن زمان را چگونه باید طی کرد.

So I don't believe there should be any monolithic government, but rather communities of cooperatives. But seeing how that is not going to happen, and cooperative communities usually will not attend to public works and basic services, a secular multiparty and pluralistic parliamentary federal democratic republic is the way to go. Like many European models there should be a President that has only a ceremonial role and some minimal constitutional role in case of national or political emergencies.

Legislative power should be invested in a federal national assembly or parliament represented by political parties as well as by ethnic and religious minorities who form a separate bloc. This body should sit at least 3-4 times a year, and its term should be for 3-4 years.

The Executive would obviously then come from the legislative branch. A Prime Minister or Chancellor would be the senior executive manager with a council of ministers holding portfolios of various branches of government.

There should be two houses in this legislative branch: a commons or congress and an upper house or senate. All final bills and legislation should go through this upper house for final enactment.

A High or Supreme Court would be the next tier of government who would oversee the constitutionality of governmental decisions and which would be the final court of appeal in the land.

Political parties should be limited in the amount of seats they are able to amass in a given parliamentary session, thus forcing every executive government to form coalitions amongst the various other parties. We don't want a duopolistic system to form like they have in Britain, Australia or the US. Also special interests (especially of the corporate and extra- or foreign governmental sort) should be outright banned from holding any bloc interests or exerting direct influence (monetary or otherwise) within any branch of government -- and this should be explicitly enshrined in any future constitution. Politicians, lawmakers, executive or members of judicial bodies who establish direct ties with special (especially corporate) interests should be held criminally liable and made to resign their position and held in legal contempt (with up to ten years imprisonment if such association is proven egregious).

There should be term limits for all members of the legislative and executive branch, but not for the judicial -- unless two thirds of parliament vote to impeach or otherwise kick out a corrupt High/Supreme Court  justice. Lawmakers can serve no more than a maximum of 10-15 years in either house of parliament. They can only serve in one at a time, and they cannot serve a combined total number exceeding 23 years. The Prime Minister/Chancellor can only serve three consecutive terms, at which point his party is obliged to automatically elect a new leader if her/his party is re-elected to a 4th term.

The system should be federal which means there should be strong regional governments who elect their own unicameral or bicameral legislative bodies and premiers/governors, etc. 

The National Language would be Persian, but in the regional provinces the ethnic languages would function on all administrative levels and be taught in tandem with the national language, like in Quebec, Canada.

The economy should be mixed, like many European models, and there should be some level of intervention in the economy by the government. There should be guaranteed universal health-care from cradle to grave for every Iranian as well as guaranteed social security benefits for the ill, the elderly, the handicapped, the dispossesed, the orphan, the unemployed and the retired. Every Iranian should have a right to  a free education up to the completion of a Bachelors degree.

There should also be a progressive taxation system, something Iran has never had in any form.

No single ideology or creed should be preferred over another, and as such there should be absolutely no state ideology. All will be equal before the law.

With a Parliment in charge - after that wether monarchy or republic does not matter.

It is also important to note we may require a 2-5 years of transition period from the time IRR is gone to the time things are normal - before we can actually have a full democracy.
