According to Ahmadinejad in his election debate with Moussavi, Dr. Moein imposed punishment regulation due to the Cultural Revolution which started by one or several stars which leads to purge unwished students from the university. Moein was another fanatical"reformist" though not in league with Khamenei.
Khamenei in this video decides for the most private aspects of students--where to go, how to feel happy, etc. This is the man who on Freiday ignited revenful emotion of his plain- clothes thugs to raid dormitories and demonstrators.
