A Dictator divides the people through his actions and policies. then persecutes them on account of being different and subversive.
A Strong Leader; unites the people and works tirelessly to engage all the various groups into his way of thinking or at least debate their differences, so as the best solutions can arise for majority of the population.

Someone like Hitler, Stalin or Khamenei are not necessary trying to get wealth through power. They try to dictate their beleifs over others. If they are not successful then thy kill or torture. That is what is dictator. Their try means that they know very well that AN and his boss are dictators so they want to change the meaning of the word.
