Nobody could say it any clearer than this filthy pasdar.  What he is saying so clearly is that they got their spies and thugs infiltrated into every layer of Iranian society so that any sort of civil movement being in schools, universities, factories and so on can be suffocated and put down immediately.

Much like all other authoritarian/dictatorial regime around the world (i.e N. Korea, Saudi Arabia, etc) Sepah has its hand in every fabric of Iranian society controlling masses. I dare say Geshtapo had the same tactic and very successful at it.
