Manam_Babak jaan: I don't know if their program is solely for the peaceful purpose or not but I highly doubt if they had come out from the first day and said to the world, some thing like this…
'we are interested in the nuclear program for the peaceful purpose and we like to enrich our own fuel, helps with this please to gain the knowladge and capability'
I have little to no doubt they would be laughed at and proactively work to prevent any step by Iran to gain any of the knowledge regarding nuclear power. So, the covert plan is not actually that surprising or illogical giving the illogical notion of the whole nuclear issue and the monopoly of the nuclear club.

He wanted to have such a capability that if his enemies would create nuclear weapons, then he would easily have those aswell in a reasonable time... This, along with the high oil prices was one of the reasons why the west betrayed him later on...
Later on the nuclear program has basically been delayed by foreign powers, e.g. Germany and Russia. Russia have literally stolen billions of dollars from Iran and haven't delivered what they were supposed to deliver. They have used the international situation to delay further and at the same time sending invoices for millions of dollars. Iran's nuclear capability is in the hands of the russians, and it is sad how Iran is getting robbed every day. I don't think the nuclear powerplant will ever be 100 % operational. The russians will continue draining Iran of its funds...

They know they days are numbered.
