This is hopefully speculation, since is no hard evidence has been found. You have bad regimes that have absolutely nothing getting wiped out like Serbia/Ivory Coast, for human rights issues so governments like Iran want to have this nuclear deterence ability since they are no humans rights leaders either.
In Irans case, they have one of the highest known oil and gas reserves of the world and its easy to see the lessons they learned from similar oil rich countries that don't even have as much oil, like saddams Iraq and ghaddaffi's libya, neither had nukes and look what happened to them and Iran is surrounded 360 degrees with nuclear armed countries some neighbouring countries are occupied by nuclear powers.
Mullahs may one day cause a catastrophe for the west, if they try to push the USA/UK/FRance out of the middle east.
They will be able to send out terrorists against these powers and since they won't fear being invaded they won't back down, like they did in Iraq, because they will be backed by nukes. Nukes will give them the ability to own their own back yard. They certainly won't be containable in such a scenario.
I don't think the West has the imagination to predict what rational mullahs can do, backed by nukes, they will have the cards to play to win in a way they have not been able to so far for 33 years. They don't care about the price they will pay, just that Islam prevails against the west, with them in charge of it.
