The Regime will allow inspections at Parchin after much arm twisting. The Regime moves the high explosive testing equipment and other things to another site. The inspectors don’t find anything and demand to see the other Sepah site. The Regime balks and asks for the removal of some of the sanctions. The west rejects that.
Meanwhile, the sanctions continue and additional ones are added. The Regime is in dire need of oil money and agrees to another set of talks and allows the inspectors to go to another site that has been cleaned. The inspectors go there and realize that everything has been moved.
That's why the drones are up there taking pictures.
And so the dance continues until the Regime collapses.
