IRI wouldn't be killing, raping, and torturing Iranians if not for the sanctions. Lift the sanctions and this will allow the middle class and civil society to flower, thereby leading to freedom and human rights for Iranians. By asking sanctions to be removed, the IRI is actually asking for this obstacle to civil society to be removed.

Meanwhile, the sanctions continue and additional ones are added. The Regime is in dire need of oil money and agrees to another set of talks and allows the inspectors to go to another site that has been cleaned. The inspectors go there and realize that everything has been moved.

That's why the drones are up there taking pictures.

And so the dance continues until the Regime collapses.
