کسانیکه دانسته یا ندانسته به استعمار بین المللی خوش خدمت میکنند. کسانیکه مقام های مهم کشوری و لشگری را در اختیار دارند بدون اینکه دانش کافی در آن مورد داشته باشند. و با کوفتن بر طبل تفرقه و نفرت اوضاع را به نفع گرگان دندان تیز کرده استعمار تغییر میدهند.
